Mayor Richard Knapik Forces Obama Funds Returned Returned to OBAMA Administration

In a preemptive move, Mayor Richard Knapik reneged on the city’s earlier commitment to act as ‘grantee’ to receive funds for the impoverished Southside Texas community, which can no longer look to receive funding for its drug abuse counseling program.

Bay City, Texas, May 20th, 2009--Joyce Black, President and Founder of NuBlac, Inc., received the announcement of the 500k award on March 11, 2009. Concerted efforts by the organization's founder, and several very prominent community leaders working diligently with the aide of Congressman Ron Paul's Chief of Staff, Tom Lizardo in attempts to bring the much needed drug abuse counseling program to fruition, ultimately failed. Black adamantly states, "Unfortunately, undermining efforts from various factions of political and private sectors caused the effort of securing a "grantee" in a timely manner to not materialize."

Under federal mandate, a local government entity must sign on to facilitate the funding. Black, the program spearhead who drafted the proposal had suggested S and S Counseling, a Harris/Ft Bend County substance abuse counseling program with a proven track record in reaching their target demographics, to work with the community in servicing the impoverished. Other sources were promoting Colorado County Youth and Family Services, Inc. However, there were underlying reasons Daniel A. Peevy, Executive Director Colorado County Youth and Family Services, Inc., tells Black that he could not take on the project citing, "I have put considerable thought into your program and believe that it would not be in the best interest of our agency to become the fiscal agent. The reason is that our first priority is to Colorado County and there is simply not enough money from the program to support drug and alcohol treatment in both counties."

"The mayor's actions or inactions are reprehensible, just as anyone with the power to 'shut down' programs or squander resources earmarked towards enhancing the lives of the poor, and he should be held accountable. The poor are disproportionally impacted by drug and alcohol abuse," Black shares. "Such deeds are indicative of a degree of contempt for the most impoverished and underserved folks of the community," insists Black of his tactics in blocking the funding.
Reportedly, a number of conflicts of interest arose in the matter. That said, some speculate politics to be the culprit for the mayor's plug pulling on the proposal penned by Black.
Meanwhile, a capable organization, S and S Counseling has been denied an opportunity to provide counseling services to an impoverished rural community of Bay City Texas. Remarks Clausell Stokes, LCDC, founder and president of D.O.E.P. (Drug Offenders Education Program) a non -profit corporation, "We were prepared to travel the sixty mile or so distance to provide services to an impoverished community whose residents consist of many poor and disabled Veterans, Hispanic, Anglo and African American persons."

In regards to having to relinquish the funding, Black adds, "As tragic of a situation as this is, the Southside Community Association Committee would rather see the funds returned to President Obama's administration in hopes that it is redistributed to reach another underserved community, or to the administration's healthcare initiatives, as oppose to falling in the hands of those driven by undisclosed agendas.
